Title: Developments after partial legalization of Cannabis in German

Abstract

Cannabis used to be strictly illegal in Germany since 2017, when Cannabis has been allowed for medical reasons without specific controls, but still under controlled prescription. In April 2024 personal use of Cannabis has been allowed, with own cultivation, and “cannabis social clubs” were legally established. The prescription has been changed to normal prescription. With the exception of reduction of petty offenses that are no longer prosecuted – no significant general changes have been observed in almost two years. Nevertheless The legal system is noticeably significantly relieved. An increase in admission to psychiatric hospitals with cannabis associated psychotic disorders, with an decrease of admissions with schizophrenic or alcohol associated psychotic disorders, has not been found statistically significant, but is observable by various researchers. Much More prescriptions in official pharmacies paid by private insurances (not paid by state-insurance) have been observed. Official Medical cannabis prescriptions have increased significantly. Containment of black market and increase in cannabis of young individuals have been observed, however not significantly and not consistently.
